Rule won't run automatically

I set up a rule to forward messages with specific text in the subject to an
email address that's in the Outlook global address book. The rule is defined
to forward the message upon receipt. If I use "Run Rule Now", the rule works
to forward messages to that address. However, the rule doesn't run
automatically. Any ideas?
