Outlook 2003 - Rules - How to forward to another email address?

Trying to forward incoming email (after the Junk E-mail filter does its work) to another email address. The rule in Outlook 2003 does not seem to do anything. Is there something else I need to do such as declare client rules instead of server (Exchange 2000) rules????
