Outlook 2003 rules not enabled

Friends,
I just installed outlook 2003. On selecting 'Rules and Alerts/e-mai
rules', I find that the icons (New Rule, Change Rule etc. are al
grayed out.
I tried Detect and Repair but it did not solve the problem.

Any help would be greatly appreciated
