Outlook 2003 & Rules not working what am I missing

Hi there,

Clean install of Office 2003 original ,pst file updated to Outlook 2003 .pst
file I've now tried to create some simple new rules of E-mails coming in
from distribution list (contacts addresses) being sent to specific Inbox
folders and E-mails being sent to E-mail addresses in distribution list
(contacts addresses) being sent to specific Sent Items folders.

The Inbox rules seem to work most of the time but the rule to send E-mail
sent to a specific contacts E-mail address just does not want to work any
thoughts on why and how to fix.
