Outlook 2003 Rules Wizard will not start

UPgraded from Office XP to Office 2003 and when running
the rules wizard for Outlook it provides and error "Your
stored rules appear to have a bad format" and does not
run.

The exchange server is 2000.

When using Office XP the rules show but cannot be deleted.

How can I delete the server stored rules without outlook?

Any tips appreciated

Start Outlook 2003 from the Start-> Run command with the /cleanclientrules
and /cleanserverrules switch.
