Outlook 2003 Rules

I have 6 rules setup in Outlook 2003 that basically move incoming messages
to specific folders.

However, on random occasions, when I start Outlook, some (never all) of the
rules appear to get turned off.

I can turn them back on again and all works well while Outlook is loaded.

I just wondered if there is a setting I need to change, or if this is a
known bug in Outlook 2003.

Any help or advice is very welcome.
