Outlook 2003 send problem

Good afternoon:

Hoping someone can help me with this. User is using Picasa, sending a
picture through default mail client Outlook 2003.

New email window pops up with attachment, but can't send. Send button
appears, but can only make the email send if using CTRL-ENTER.

Similar problem occurs if sending email from Word. Outlook configured to
use Word for email, but even if turned off (uses Outlook), problem still
exists.

Outlook is not sending from the Send buttom in New Message as standard - it's
just putting the mail in the Outbox folder.
To make a direct send, you have set it to.
Go to Functions>preferences (I guess- I am translating from a danish edition).
In Preferences you choise Configuration of e-mails and beside the buttom
"Send/Recieve" you have to check the box for "send, when connection is
established".
Then Outlook should send directly.

I appreciate your response, and your translations were easy to figure out. :)

Unfortunately, the problem lies in that when I press SEND, the mail doesn't
go anywhere. It never reaches my Outbox unless I use CTRL-Enter. Then it
will go to the Outbox and get sent off.
