Outlook 2003 (sending mailing)

I have a particular user who is having trouble sending
mail. It works it doesnt work....

I tried setting smtp to use authentication and vice versa
however I know this is not the problem since it can work
then stop working.

This happens both in the office and at home where messages
remain in the outbox. I also did repair/uninstall to no
avail as well. Receive always works...

Any more ideas greatly appreciated

my isp (sbc dsl) has a limit on how many emails i can send per session. if i
log off, log on, that fixes it. if i need to send to alot of people, this
involves off, on, several times.
they claim this is to avoid spammers using the system.

Is antivirus installed and is it scanning email? if so, disable the email
scanning part...
