Outlook 2003 Shortcut missing

I have an issue with the shortcuts. I can setup shortcuts in the shortcut
bar. But everytime Outlook is restarted, all the shortcuts that I have setup
gets lost except only those that are url shortcuts. Has anyone encountered
this issue or know how to resolve it. I can't find the solution on the MS
Knowledgebase. Thanks.

Find and delete the xml and fav (if exists) in C:\Documents and
Settings\username\Application Data\Microsoft\Outlook. You can easily access
it by pasting %USERPROFILE%\Application Data\Microsoft\Outlook in the
Address bar of your browser or Windows Explorer.
