outlook 2003 signature

I'm using outlook 2003 and trying to set up a signature, but the signature
picker in the tools menu is not accessible..

You mean that it is grayed out or missing entirely?
Are any other options not available either?
Are you perhaps in a corporate environment? In that case, access to that
feature might have been disabled by your corporate admin.
