Outlook 2003 - slow send

I see that 2007 was having the same issue, but didn't see that it was ever
resolved and no reply since January!
My outgoing mail sits in the box until I close down Outlook and open again -
then it send fast!
Any idea's?
This just started about 2 weeks ago and nothing new on my system or in my
internet. Thanks!
