Outlook 2003 SP3 Reminders flashing/pulsing

I recently upgraded my Office 2003 SP2 professional, to SP3 and other
downloadable patches from Microsoft downloaded site.

But after installing Outlook 2003 SP3, I can't use outlook anymore because
of a very strange issue.

The popup reminders comesup and flashes very fast, The popup dialog flashes
so fast that I can't select any option on the popup reminder dialogbox
-snooze, delete all, etc.

Other have also complaint about it
