Outlook 2003 specific issues

I am facing following problems with Outlook2003

For the emails which are filtered by rules and stored in personal
folders

1) I do not get email notification "envelope icon" in the taskbar.

2) If I click on the "Desktop Alert" which appears for few seconds I
get a popup dialog "Operation Failed" with OK button on it?

Any suggestions ??

I can't get any notification for e-mail - no sound, envelope, etc. All
correct boxes checked in options, but nothing happens. I did have sound
notification in 2000, but lost it with the upgrade to 2003. Would also
appreciate some help.
