Outlook 2003 speech recognition?

Every time I start the program it asks me to load or install the
speech recognition files.

How can I stop this?

I tried to install but kept getting some error so I quit trying.

Try going into control panel and disabling speech. If that doesn't work,
just let it finish its install.

I turned on OSE in services and this time it let the installation go
all the way.

I will repost if that didn't help
