Outlook 2003 Startup Errors

I am receiving the following error while attempting to open Outloo
2003: The extension configuration file "C:\Program Files\Microsof
Office\OFFICE11\ADDINS\msspc.ecf, pmailext.ect" could not be installed
There is an error in the syntax or formt fo the file.

I have uninstalled and reinstalled the product several times. I hav
searched Microsoft Knowledge Base extensively and can find n
documentaion on this error message. The addins at question are locate
in the ADDINS folder.

HELP!!
