outlook 2003+stationery

I'd like to create stationery for specific users of outlook 2003 that cannot
be changed or deleted. Is this possible?

I don't see how. In order to be able to add text to the stationery, the
user must be able to write to it. If they can write to it, they can change
it and save it.

I'm trying to put a disclaimer on emails sent by a certain group of users. Is
there another way I can accomplish this?

Do you control the server that routes outgoing mail? If so, that is the
place to add it: after it leaves the client system. Keep in mind, though,
that disclaimers offer no legal protection.

I don't control the server but can direct the team that does.
What exactly has to happen? step by step?

Depends entirely on the server. The server admins should be able to work it
out.
