outlook 2003 subscript problem

I am trying to format an outline like the following:

1. text
a. text
b. text
2. text

etc...

however, after the first line, i press enter and get 2... which is ok.
problem is, when i press TAB, to get the "a" subscript, i get a "tab"
space and the 2 remains. What do i need to do to revert to the old
formatting? i don't even know how this got changed, in the first
place. I know that there is the increase indent button, on the tool
bar, but that's time consuming and breaks my chain of thought. an
example below of what i'm currently getting

Outlook doesn't do that, Word does. Are you using Word as the Editor? If
you want to do that in "Outlook", go to Tools, Options, Mail Format, and
put a tick in the Use Word box.
