Outlook 2003 timestamp problem

I've got a computer here with Outlook 2003 and the
timestamps on the e-mail are an hour off from the time on
his computer. I've looked at his regional settings and
everything is set correctly, whats going on?

An email timestamp uses the system time and date, the Time Zone setting, and
the Daylight Savings Time flag. ALL THREE must be correct or the time stamp
will be wrong.

Outlook also has a DST check box. Tools>Options>Calendar Options>Time Zone
