How do I get Outlook to start when windows start and minimize in taskbar?

You can put Outlook in the Startup group but you will need to edit the
shortcut to have it start minimized (right click->properties). Also, ensure
that you have the option set under the Advanced Options to show a icon in
the system tray.

What is the command you use to start minimized?

There is none. Change your shortcut to Outlook to start minimized. Make sure
you don't close Outlook maximized or it will not work.
