Outlook 2003 Tool Bar Greyed Out

Using Outlook 2003 - Connected to Exchange 2007 - Using Cached Exchnage Mode.
Windows XP SP2

The tool bar to create "new" email messages along with the "options" menu is
greyed out.

-Removed Chapura (Palm Outlook Sync Software) Rebooted
-Removed BCM for Office 2003
- Launch Outlook in safe mode outlook.exe /safe
- Disabled Norton Internet Security

No Luck

All Mighty MVPs !!! Any suggestions before removing Outlook and reInstalling?

Thank you for the reply.

I did not have a chance to remove Cached Exchange Mode. My user installed
Outlook 2007, solving the problem.

Note: Once i could get into the Trust Center. He did have Norton AV / iTunes
/ Google Desktop Plugins
