OUTLOOK 2003 - Unable to send any email HELP!!

I have a problem....

My Outlook 2003 will not send out ANY email. The settings
are correct the router is not a problem the connection is
not the problem. I go into Outlook Express and can't send
email either on this PC. However my laptop which has the
exact same settings can send fine through Outlook or
Express.

Is there a registry error or something that it could be??
Virus protection is the same on both computers and all
settings within Outlook are identical.
