Outlook 2003 viewing JPG's

How do I get Outlook 2003 to display picture files like Outlook Express

The Open / View attachments options send me to MS Office Picture Manager & it doesn't show the picture

I would prefer to see it inside the preview pane

You can't view images in line in Outlook. Double clicking on the attachment
should open the image.
