Outlook 2003 Will Not Start

I can start Outlook 2003 the first time I turn on my
computer, but if I then close Outlook and try to then
open the program agian it will not launch. If I then
restart my computer, and try to open Outlook I am told
outlook had an error starting last time and woudl you
like to launch Outlook in Safe Mode. Outlook will then
launch but if I close Outlook the same problem of not
start persists.
