Outlook 2003 Won't Open

I try to start Outlook. A pop-up window comes up saying that the program
can't start and has to shut down. There's a option to either send or don't
send the error to MS. It goes through this cycle when I close and try to
restart the program. It just doesn't open. I've been using it for about a
year and this is just sudden.

I have an old Outlook 2000 that I can install but is there a way to import
the current Outlook.pst file from 2003 to v2000?
