Outlook 2003 wont send

This is a good one. I have a user on outlook 2003 that for some reason has problems sending email, literally the send button ignores his click. I have swapped mice on his machine, reloaded and uninstalled the mouse drivers etc - still does it. Funny thing is though if I connect to his machine (via VNC) and click send it goes every time, even on emails still open that he tried to click send on that wouldn't go.

Whats up with that?
