Outlook 2003 - You have new mail!

Ok, can someone explain to me why sometimes am notified of new mail, and
sometimes not? Would it be because I have rules set up to move emails to
particular folders? Or is there another explanation?

yes, rules moving messages to other folders is the likely cause.

Prior to Outlook 2003, the new mail notification occurred prior to rules
running. Microsoft changed that with Outlook 2003 so that the new mail
notification occurs after rules run (or at least so I've read).
