How does one set the toolbar section so that certain funcitons do not appear?
I remove 'Snagit' and 'PDF Converter' in as many places as I can, and it
still comes up on restart of the program.

3rd party toolbars sometimes don't behave nicely -- it's not under Outlook's
control, it's controlled by the 3rd party programs themselves. You'd have
to check with the manufacturers to see if there's a way around this. Or, if
you're not using those add-ins at all, just disable them and the toolbars
will go away too.

Tools>Options>Other>Advanced Options. Look in either "Add-in Manager" or
"COM Add-ins". Uncheck the appropriate add-ins.
