Outlook 2003

Hello,
Does anyone know how to disable the following message when using Outlook
2003, it is not attached to an Exchange Server:

A program is trying to automatically send e-mail on your behalf.
Do you want to allow this?

In Outlook under public folders there should be a folder for Outlook Security
Settings. Create a template for all users with the following Programmatic
Settings set to Automatically Approve:

Sending via simple MAPI
Accessing the address book
resolving names via mapi
opening messages by mapi

This is only if it is connected to an Exchage server.
This is not and is using POP3 & SMTP

Thanks
