Outlook 2007 and PST Default Location

Ok, this is driving me crazy. I have configured 2007 OCT with a customized
PST location - %USERPROFILE%\My Documents\Outlook. However, after the
install, it continues to go to the default location. However, if I go to
HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\ForcePSTPath and
take off the quotation marks on my custom path, it works! What am I doing
wrong, or is this a known issue? 2003 never had this problem...
