Outlook 2007 and safe mode

I've just installed Outlook 2007 on my new computer which is running Vista.
Each time I try to start it it attempts to migrate account settings,
preferences etc - but there aren't any to migrate! Then it will only work in
safe mode. I've tried uninstalling and reinstalling, I've run diagnostic
tests and now I'm at a loss as to what to do. Can anyone please help?

Control panel, mail... make a new profile. Then open outlook.
