Outlook 2007 bug with User defined Message format preferences

Approximately a month ago, (users cannot remember when exactly) Outlook 2007
stopped saving user preferences for Message Format. Users seem to think that
is related to updates being installed for Outlook 2007 but I have not been
able to verify this yet.

What I have been able to verify is that when a user goes to Tools > Options>
Mail Format and changes the Message format to "plain text" that the change
does not stick after a logoff or reboot. I have confirmed that this is
happening on various workstations regardless of user privelages.

Please help as this is affecting senior management users.

You're describing an issue and not a bug. From the information provided it
appears that the user profiles either doesn't get properly unloaded or saved
during logoff. Start with checking the Event Viewer and modified dates of
the user profile (mainly ntuser.dat).

If it just started after an update, than that suggests a bug to me.
Regardless, there are no errors in the event log. I've run Office
Diagnostics in Outlook 2007 on numerous affected machines and also not found
any issues. This is only affecting our 2007 users, not our 2003 users.

I did find an informational Event but no acutual errors:
