Outlook 2007, disable digitalids

My client would like to use group policy to disable the following 2 buttons
in Outlook 2007's trust center:
1. Get a Digital ID
2. Import/Export Digital ID

I have been unable to accomplish this using group policy. Does anyone know
if there is a way to disable digitialIDs using group policy? Thanks.
