Outlook 2007 flags - cannot check

I exported my Outlook 2007 messages to a PST file, moved the PST file to an
external hard drive, then copied the PST file back to my Outlook mailbox.
I'm now working in the PST file in my mailbox. I can flag individual
messages by clicking in the flag column, but now when I right-click to mark
the flagged item complete with a check, that option (to mark completed with a
check) is not listed. How can I get this option back? Thank you.
