Outlook 2007: Home, End, Ctrl+<key> keys sometimes don't work

I am having a weird problem since upgrading to Office 2007 Pro Plus.
In Outlook, when I'm composing a message, sometimes navigation and CTRL
+key keystrokes are basically just ignored. For instance, I will
finish my message and hit CTRL+Enter to send. Nothing happens. Do it
again. Nothing happens. One more time and then it works! This
happens intermittently, ONLY in Outlook (no other applications seems
affected) and ONLY with navigation keys (home, end, page up/down) and
CTRL+key hot keys. To be fair, I haven't done enough editing in Word
2007 to see if it's a word-wide problem yet.

Also, just FYI, I am using a standard PS/2 wired keyboard, and all
hotkeys (ctrl+whatever) plus navigation keys (home, end, etc.) work
fine in all other apps and I edit a large part of my day in Visual
Studio where one uses hotkeys and navigation keys tons and tons. plus
no other key combo is "blocked" in outlook/word, such as dropping
letters when I am typing.

Effects are seemingly random. It'll work great for ten minutes then
suddenly i have to hit "home" 4 times to get it to go to the beginning
of the line.

Effects are not time/cpu dependent. I've peaked at task manager and
there is no HD grinding nor high CPU usage when this happens. Idle
Task ticks away happily at 99% while I'm typing, then suddenly page up
needs to be hit twice to go up.
