Outlook 2007 Inking on Reply Not Working

Tablet PC with Outlook 2007:

If I create a new email message I am presented with a button tha
allows me to ink my email text. This works fine.

If someone sends me an email and I hit the reply button the inkin
option to respond is grayed out and I cannot reply in ink.

Is it suppose to work this way?
