Outlook 2007 Password Protected PST files

In Outlook 2007 I have a password protected pst file. When I open Outlook
the window for the PST file password appears, but when I click the window to
enter the password, I immediately get "Not Responding" in the title bar and
Outlook freezes. I then need to shut down Outlook using Task Manager.
However, if I hold the shift button down when I double click Outlook, it
opens fine. Then I get prompted for the password for the PST file, enter the
password and Outlook works.

Has anyone seen this before? If so, do you have a solution?
