Outlook 2007 Safe Senders still go to Junk Mail

I see discussion of this but no resolution. I have Office 2007, and senders
who have been marked as safe continue to go to Junk mail folder. I am using
the "No Filters" option, but this makes no difference.

Does anyone have a work around?
