Outlook 2007 Security - Microsoft Error Site

When I open up Outlook 2007 a few moments after I open it IE opens with the
following page:

https://watson.microsoft.com/survey/1033/report.asp?surveytype=office11&iBucketTable=&iBucket=

I've never seen it before today and I've had my system since December of
2007. Is this something I should be concerned about? How can I turn it off?

I'm currently using Office Professional 20087 on a Vista Ultimate platform.

It's genuine. Microsoft is trying to collect some data about what might be
causing the error that caused Dr. Watson to fire.

I have two exact bramd new computers, I loaded Microsoft Outlook on this
computer only and I received this message on the computer with Outlook loaded
and then after the message is displayed the program crashes. This is
definately a problem with Microsoft Outlook. Because only I only have
problems with the computer loaded with Outlook.
