Outlook 2007 "send to" Issue

Hello All:

Outlook 2007 on Windows XP SP2. No firewall. Right click - send to mail not
working. Outlook set as default email client yet it doesn't open when right
clicking and send to mail client selected. Can't find anything on this
issue. Suspect it's a security setting but where? If not, any help
appreciated.
