Outlook 2007 truncating messages at pasted image

A user in our office is having a perplexing problem that I am unable to
troubleshoot.

Emails to him are being truncated to an attachment at the point that an
image is pasted into the message.

Here is the example that he showed me: he had sent a long message to a
recipient. The recipient replied and inserted comments throughout the
message. At one point in the reply, the recipient had pasted an image to
illustrate a comment.

At that point in the message, the remainder of the message was cut off and
converted to an html attachment that was attached to the email. The image is
unreadable.

In some cases, the attachment is unreadable, which means that the remainder
of the message is lost.

The user reports that the same message is fully readable and not truncated
on his iPhone, and does not contain an attachment.

Specifics:

- Exchange Server 2003
- No other user is having this issue
- Same behavior occurs when using Outlook Web Access
- When an affected email is forwarded to me from Outlook, it is truncated
and contains the attachment.
- The problem is not consistent; it only occasionally occurs.
- The problem is not related to a single sender.

Any advice is appreciated!

Are you sure tht this is on *OneNote*?
I'd rather assume that you were asking on issue with *OUTLOOK*

If so, pls visit one if the newsgroips for Outlook, f.e.
microsoft.public.outlook.general
