Outlook and Publisher are both sold stand-alone. If you install Outlook
2007 along with the remainer of Office 2003, you will lose some of the
integration between Word and Outlook, like Mail Merge. If you don't use
that functionality, it should be fine.

No. I think that will work (i.e., using the mail feature within Publisher),
but I haven't tried it. It should use whatever you've defined as your
default mail client.

Sorrry for the ignorent Question but what is mail merg then??

Mail merge is using Outlook and Word to send a predefined message, one
message at a time, to a list of contacts stored in Outlook's Contacts
folder, an Excel spreadsheet, or one of several other data sources. In
Outlook, enter "mail merge" in Help.
