I am having trouble getting forwarded CC and BC sending. They sit in my
outbox. My ISP told me this was a Microsoft problem, not theirs.

Were I told that, I'd take it with a grain of salt. They might be correct,
but all to often, they're wrong. Have you tried enabling diagnostic logging
and looking at what's happening during send/receive?
