I am working in Outlook 2007 and my menu bar (file, edit, tools, ...) has
moved from the top horizontal bar to the right side looking like a
perpendicular side bar. Why? How can I put it back on the top as a
horizontal bar?

Point the mouse to the top of the bar, where the three dots are and you get
a four way arrow. Click and hold and drag to the top.
