Make sure outlook.exe is not running in the Task Manager > Processes. If it
isn't, try opening Outlook with the /resetnavpane switch:

Start > Run > outlook.exe /resetnavpane
(note the space between outlook.exe and /resetnavpane)

Windows Vista & Windows 7
Start > Start Search > outlook.exe /resetnavpane
(same space)
