Outlook 200o Rules Seem to Run Inconstantly

I have read many post to this problem and the only answer that seemed good
was using the switch /cleanrules or /cleanclientrules and then reapply Outlet
rules. But I have not been able to use those switches which seem like they
are for Outlook 2003 (maybe 2002), but not for 2000. The interesting thing is
that the rules work part of the time and like most post, have discovered they
always work when run manually.

I have even tried copying the same rule and having it run 2 times with the
same results. Sometimes the rule works and sometimes it does not. I am
suspecting that Outlook Rules have a bug in the code that runs the sequence
of Rules. It almost seems like Outlook might be missing an email when
applying the rules. Is it possible that as Outlook is running the Rules in
sequence, it looks at the emails before it runs each rule, instead of looking
at the rules for each email?

None of the emails that the Rules act on remain in the inbox. The very first
rule is supposed to move all emails from a certain account with certain words
into the body into a certain folder. The next rule says put the rest of the
emails form that same account into another folder. about 20% of the first get
moved into the 2nd folder instead of the first.

I have windows XP SP2, Outlook 2000 SP3
