Outlook 2010 "Manage Rules and Alerts" is not visible/disabled

Outlook 2010 "Manage Rules and Alerts" is not visible/enabled after a fresh
installation. I tried repairing, but nothing seems to work. Version
14.0.4760.1000 (32 bit). Is there some obvious issue?

If this is not the correct newsgroup, please do direct me.

Turns out it becomes visible once you have added at least 1 email
account.... ok, that makes sense, however, it does not make sense that the
ICON was invisible until I added 1 account. At leaset give me a clue that I
need to add 1 account before I can use the Rules and Alerts item.
