outlook 97 - outgoing email - 'no transport provider'

I am using microsoft outlook 97 with XP. I am not able
to send email out, but I can receive email. I get the
error message ' no transport provider was available for
delivery to this recipient' I have tried everything in
the article Q176731 and it still does not work. On a
another computer in the same LAN , with ootlook 98 and
XP, it works. what gives?
