outlook 98 actions pull down is odd

Anyone know why the actions menu on the tool bar opens
with only a short "fat" filled in gray box? There are no
entries to be seen and the box looks like it needs to be
opened again, but it can't. First time I have seen this
problem.

You might want to try resetting the Menu Bar. Right-click it and select
Customize, select the Menu Bar in the list (on the Toolbars tab), and click
Reset.

I have run into this exact problem in OL98. Tried resetting menu bar as suggested, but the problem remains

Any other ideas?
