I have read the article below which details this same issue between Outlook
2000 & 2003 clients...... Does anyone know of any fixes for same issue in a
mixed Outlook 98 / 2003 environment?

the Microsoft Outlook 2000 Post-Service Pack 3 hotfix package that is dated
January 13, 2004.
Issues that are fixed in the hotfix package
The following issue is fixed in this hotfix package, but it was not
previously documented in a Microsoft Knowledge Base article: • When you try
to quit Microsoft Outlook 2000, you receive the following message and Outlook
2000 does not quit:
Please wait while Microsoft Outlook exits.
Note This problem may also occur if you try to quit Outlook 2000 after
Microsoft Office Outlook 2003 was used to open your mailbox or if another
user viewed your shared Calendar with Outlook 2003
