Outlook Active X issue

I have a fully patched XP and Office 2003 Basic Sp3 and XP Sp2 system

My user is experiencing an issue with an error message that says

"Your current security settings prohibit running Active X controls on this
page, As a result The page may not display correctly"

Steps I've taken

1) Sent a message blank with a signature
2 Sent a message blank with no signature
3) Sent a message with text no signature

Changed her Outlook Security settings from Restricted to Internet.

I know if I revert to Plain text it's not an issue, but I can't do that.

After spending part of the afternoon googling I'm out of ideas, help would
be appreciated

Change the Internet Explorer security level.
